Calculations of cryptocurrency in Russia will not be legalized. As reported TASS, told reporters Deputy Finance Minister Alexei Moiseev. “The fact that the calculations will be banned, no one is beyond doubt from regulators. The main task is to prevent this. That is, the calculations in bitcoin, of course, forbidden,” – said the Deputy Minister.
Discussions on the regulation of cryptocurrencies in the state Duma will continue, the Agency said the Chairman of the Duma Committee on financial market Anatoly Aksakov.
“Debate will still go. I think in these discussions we will decide what we will do,” – said Aksakov, Recalling that the lower house has already established Council, which will deal with the regulation of cryptocurrencies. His work will involve the Central Bank and the Finance Ministry.
Aksakov himself supported the introduction of regulation of cryptocurrency in Russia. “In any case, the market-that is. The market is developing rapidly, and there are certain advantages that could be used. I mean the advantages associated with attracting investment for projects through ICO. I have a positive attitude, but there is another point of view. To make a decision, you need to be consensus,” he said.
Earlier Alexey Moiseev said that the Finance Ministry is in favour of closing access to the operations with cryptocurrency for regular people, as such investments are “too dangerous” and should only be performed by qualified investors. Deputy Finance Minister also proposed to buy and sell cryptocurrency through the exchange only to “the controller in the face of Rosfinmonitoring always know who the seller is, who the buyer is, where are these accounts of bitcoin moved.”
The proposal, however, first Deputy Prime Minister Igor Shuvalov called “experts,” and the discussion about how to regulate these assets is still ongoing.
The head of the Central Bank Elvira Nabiullina on September 14 at the XV International banking forum of the Association “Russia” in Sochi, said that the legalization of cryptocurrencies remains a big question. “We are categorically against the introduction of cryptocurrencies in regulation as cash against equating foreign currencies,” she said.
The current mechanism of using the cryptocurrency, according to Nabiullina, has signs of financial pyramids: “the pyramid We in fact with you not legalizovat. We must warn investors about the high risks”.
Earlier, Finance Minister Anton Siluanov said that the cryptocurrency is planned to legalize and regulate as the securities and that such a bill is expected by the end of the year. According to him, citizens can be admitted to this market through professional participants.
The enthusiasm for cryptocurrencies in Russia began to grow since then, as President Vladimir Putin met in June with Vitaly Baleriny, the Creator of Ethereum (ether), the second cryptocurrency after bitcoin, and according to Igor Shuvalov, Putin is “completely sick” of the digital economy. Nevertheless, the opposition of the Bank of Russia may become an obstacle to the legalization of the cryptocurrency market.
