The Ministry of economic development, which is now the Department for public procurement, believe that the functions of control over public procurement, including a Unified information system (UIS), will be transferred to the Ministry of Finance before the end of the month, reports TASS with reference to Deputy economic development Minister Evgeny Elin.

The Ministry of economic development, he said, will give the Finance Ministry the entire unit, not just the control of the EIS, as previously reported.
However, as the official said, fully translated state in the Ministry of Finance is not planned. Employees will be able to go to the Ministry of Finance on an individual basis, he added.

At the end of December 2015, the President instructed the government “to identify a single Federal Executive authority responsible for the functioning of a Unified information system in public procurement and to create with this on (onf) public expert Commission to monitor the functioning of the unified information system”.

Until January 1, 2017, EIS was performed only technical functions: on the formation, processing, storage and provision of data to participants of the contract system, as well as the use of electronic signatures for signing documents, filing, open access to such applications.

Now the transfer of competitive methods of determination of supplier (contractor, executor) in electronic form was made mandatory for all customers. ERC also monitors compliance with various information, in particular about the amount of financial support provided to the customer.

At the same time came into force ban on purchases that are not included in the schedules. Prior to this act a provision of the Budget code of the Russian Federation on the necessity to conclude a contract in accordance with the schedule.



The Ministry of Finance will take the procurement of the Ministry of economic development until the end of March 09.03.2017
