The Ministry of transport proposed to introduce an analogue of the “Plato” on the state border and charge for the use of border checkpoints
Officials of the Ministry of transport has prepared a proposal to introduce fees for the use of the border crossing points of the transportation for compensation of expenses for their reconstruction, construction and operation. In this case, the Department explained that the innovation will become a kind of analogue of system “Platon”, writes “Kommersant” with reference to informed sources.
At the first stage of pay is proposed to make the road and rail border crossing points across the border. Transport Ministry wants to charge depending on its category (light or freight) and train – per ton of cargo. In the transport Ministry did not specify the timing of the implementation of the ideas and dimensions of the Board.
According to a source publication, the Agency intends to create a single operator of charging by analogy with “Plato”, taking its elements as the basis for the introduction of a new collection. “In the second half of October, the Ministry of transport plans to hold an expanded meeting on this issue”, – told reporters.
According to another companion publication, the fee for the use of checkpoints can be introduced in the second half of next year. According to him, the single operator is not the only option. It is likely that operators will be few or you will be charged only on new, alternative crossings, built with private investment, and the old will work in the same mode.
Checkpoints at the border was transferred to the jurisdiction of the Ministry of transport this year, after the elimination of the Russian border. Deputy transport Minister Alexei Tsydenov on the meeting of the State boundary Commission (SBC) in Yuzhno-Sakhalinsk in August of this year estimated costs for the modernization of checkpoints in 250 billion rubles, reminds journalists.
“Of the 314 existing crossing points not more than 20% meet the standard requirements for technical equipment and arrangement for implementation of state control, and sanitary conditions for persons crossing the border. This applies mainly to road and rail crossings. About 200-250 points require capital investments for reconstruction and modernization”, – he said. According to him, the average cost of reconstruction of one of the checkpoint – 1 billion rubles.
“Plato” is a system of charging trucks with a permissible maximum weight of 12 tonnes on account of damages when driving on Federal roads, who is in Russia on 15 November 2015. The system involves the use for calculation of payment of on-Board devices as well as route maps.
Its launch was accompanied by failures in work systems as well as mass protests by truckers: they complained of the injustice of the system, indicating that they pay the transport tax and excise taxes included in fuel cost.
It was planned that by March 1, 2016, the truck owners will pay 1.53 rubles for each kilometer, and then until 31 December 2018 – 3.06 rubles. But at the end of winter on the background of the protests of the drivers, the government froze the indexation of tariffs of the “Plato” until the summer of 2017.
