The Ministry of labor and social protection intends to recommend to the regions to take into account the property of citizens when they are applying for state social assistance, reports RIA “Novosti” with reference to the press service of the Ministry.
At the meeting of the Public Council at the Ministry of labour reviewed the draft document, which included recommendations for the calculation of the total subsistence of the family (a citizen living alone), for the calculation of the cumulative income of a family (a citizen living alone) and assessment of the needs of the family (a citizen living alone) for the granting of measures sotspodderzhki.
“When assessing needs in social support measures, the Ministry of labor encourages the regions to consider including property of members of the family (a citizen living alone): residential premises, land plots, transport vehicles, agricultural machinery and other”, – transferred a press-service.
It is planned that guidelines will be approved before the end of the current year, reported in the publication.
On the development of the draft law on the application of regional criteria head Mitrudu Maxim Topilin said in mid-July. According to him, currently the Federal legislation on regional social benefits does not allow regions to determine criteria of need.
Therefore, the bill will expand the powers of regions on this issue, then they will have the opportunity to direct resources to support the truly needy citizens and to increase the amount of such aid, it was reported on the website of the Ministry.
The bill provides for the application of the principle of means testing in the provision of region benefits for child care, measures of social support of medical and pharmaceutical workers, compensation of expenses on payment of premises, heating and lighting teachers living and working in rural areas, compensation to the parents in order to provide material support of the upbringing and education of children.
“We are talking about the most complete account of the criteria in providing various types of preferences that the government provides mostly at the regional level”, – said Topilin, stressing that the bill does not impose the criterion of Federal social support measures – payments to veterans, Chernobyl victims, and disabled persons.
However, in early November, the labour Ministry has opposed the introduction of a poverty benefit in Russia. Material resources are better spent on increasing salaries, rather than “to produce again some new benefits,” said Topilin.
