Over the past year the number of political prisoners in Russia has increased more than twice, told the human rights center “memorial” on the eve of Day of memory of victims of political repression. On Saturday in Moscow there passes the action “Return name”. The Ombudsman Tatyana Moskalkova read this morning a few names of the repressed, later saidthat the situation with ensuring human rights in Russia is getting better, even despite the exclusion of the country from the UN Council on human rights.
This year memorial has divided the list into two parts, separately highlighting the people deprived of liberty in connection with the implementation of the right to freedom of religion. This list includes 50 people – only Muslims. In another list – all the other political prisoners. During the year the number of political prisoners has increased from 50 to 102, said human rights activists. “Both lists (2016) is obviously incomplete. Only the people and things that we were able to gather and analyse enough material to make a reasoned conclusion about the politically motivated and illegal nature of criminal prosecution”, – underlines “memorial”.
Human rights activists point to extremely sharp increase in the number of convicts in the religious list: a year ago in the list of political prisoners, this category did not stand out, but would get there only 10 people. The reasons for the tightening of repression against this group, “memorial” calls “the necessity of propaganda justification of the reality of the terrorist threat,” the suppression of independent unions and “corporate interests accountability of law enforcement bodies”.
In the list of political prisoners whose terms are not associated with religious beliefs and the 52 others. “A year ago, a similar list had 40 names. During the year 14 persons were released, including 4 foreign citizens (3 of the citizen of Ukraine, including Nadezhda Savchenko, and one citizen of Georgia) were transferred to their countries, and 4 Russians released before the expiration of the court-appointed deadline. During the same period, added to the list of 26 names,” indicate the defenders.
Social groups and motivation of the persecution of the prisoners very different. “Memorial” highlights “Ukrainian trail” (Ukrainians Klyh, Sentsov, Kolchenko, the Russians Polyudova, Bubeev, Sharina, Kashapov), an attack on the freedom of Assembly (Nepomnyashchikh, Udaltsov, Razvojem and other “bog”), limiting the dissemination of information (Polyudova, Stenin and others), the fight against “traitors” (Bobyshev, Kratsov, Parlophon). Another group of activists who fought for the rights of residents in the area, housing or the environment.
Human rights activists emphasize, “the Most massively used group of “extremist” articles (inciting hatred and enmity, public calls for extremist activities, organization of an extremist organization)”.
Moskalkova has announced school lessons for the rehabilitation of victims of political repression
In the program of Russian schools will receive direction on rehabilitation of political repression victims, said the Commissioner for human rights in the Russian Federation Tatiana Moskalkova. She told about it in the Gulag history Museum on the eve of Day of victims of political repression on October 30.
As transfers RIA “Novosti”, the Ombudsman stressed that for everyone who has compassion and understanding of the Fatherland, the day of the rehabilitation of victims of political repression is very special. “He’s like a tuning fork by which we synchronize your life, your actions, your actions. This is the day when it comes to redefining the experience of our state in those terrible, dark days of history, and the rehabilitation of victims of political repression – it has gone through several very complex stages, starting from the Khrushchev thaw, when I first had the courage to say that was a massive attraction innocent to criminal liability”, – reminded Moskalkova.
In the message RIA never mentioned the name of Joseph Stalin, sanctioned this practice. This marked the merits of his successor at the head of the USSR Nikita Khrushchev. Moskalkova recalled that in 1954, Khrushchev was presented memoranda that shot over 600 thousand Soviet citizens without complying with those procedures, “which are so powerful, beautiful was enshrined in the Soviet Constitution of 1936″. “It was a very courageous step by the head of state to announce that these pages was terrible, and to return most importantly, good name, honor, dignity to those who survived the terrible days of repression, came under political repression, and most importantly – their families and children,” said the Ombudsman.
Moskalkova believes that the adopted in 2015, the policy framework for the rehabilitation of victims of political repressions will help “build up preventive measures so that this will never happen again”.
