The President of Azerbaijan pardoned the blogger Lapshin, who was convicted for a trip to Nagorno-Karabakh
President of Azerbaijan Ilham Aliyev signed a decree to pardon blogger Alexander Lapshin, a citizen of the Russian Federation and Israel, convicted previously in Azerbaijan for visiting Nagorno-Karabakh. This is the official website of the head of the Republic of Azerbaijan.
The report said that Amnesty Lapshin is provided in accordance with one of the paragraphs of the Constitution of the country. The decree comes into force from the day of its signing, i.e. since September 11.
Note that in the text of the decree mentioned the fact of his Israeli citizenship, but was not told about his Russian citizenship. “Release Lapshin Alexander Valerevich, a citizen of the state of Israel, 1976, was sentenced by the Baku court of grave crimes on 20 July 2017 to prison”, – the document says.
Recall that lapshyn was convicted in Azerbaijan in July of this year. The court sentenced him to three years in prison in connection with charges of illegally crossing the state border.
According to Baku, in April 2011 and October 2012 Lapshin without obtaining official permission of the Azerbaijani side illegally visited the unrecognized Republic of Nagorno – Karabakh, the former Nagorno Karabakh Autonomous oblast, populated mostly by Armenians, declared its withdrawal from Azerbaijan SSR in 1988.
In addition, in their appeals in social networks, the blogger has been calling to recognize the independence of the self-proclaimed Nagorno-Karabakh Republic. After that lapshyn was included in the black list for visiting Karabakh without the consent of the Azerbaijani authorities. Such persons are denied entry to Azerbaijan.
However in June 2015 the blogger moved to Azerbaijan via Georgia Ukrainian passport rules due to the difference in the spelling in the documents.
In December of last year it became known that lapshyn was arrested in
Belarus at the request of Azerbaijan. Minsk was given the blogger of the official Baku. This happened despite the fact that Russia and Israel had opposed the extradition Lapshin.
At trial, the blogger did not admit his guilt and said that Nagorno-Karabakh is an Azerbaijani territory. He also claimed that his visits to this region wore a tourist nature and had no political overtones.
Speaking with the last word, Lapshin expressed regret in connection with a visit to Karabakh without the consent of Baku. “I am guilty before the Azerbaijani people only in the fact that my actions led to his spiritual suffering. I understand how important Karabakh to Azerbaijan. I under no circumstances did not engage in criminal connection with the Armenian government”, – said the defendant.
Note that the territorial affiliation of Nagorno-Karabakh is the reason for the protracted conflict between Azerbaijan and Armenia. Azerbaijan insists on maintaining its territorial integrity, Armenia takes the side of the unrecognized Republic.
In the spring of last year, the situation on the contact line of the conflicting parties in Nagorno-Karabakh has deteriorated. There began fierce fighting, the parties to the conflict have accused each other of violating the truce years.
