Any peacekeeping force in the East of Ukraine should have a broad mandate, including their need to place on the Russian-Ukrainian border. This was at the briefing for foreign journalists said the head of the press service of the U.S. Department of state Heather Nauert. Russia is prepared to make to the UN security Council resolution on the peacekeepers, but their work is limited.
“We believe that the possible introduction of UN peacekeeping forces in Eastern Ukraine – an idea worth exploring. We see this as a potential tool for the protection of Ukrainian citizens regardless of their ethnicity and nationality. We consider it as a possible path to restoration of Ukrainian sovereignty and territorial integrity”, – quotes TASS Neuert.
State Department spokesman stressed that “any such force should have a broad mandate to ensure peace and security throughout the occupied territory of Ukraine, up to and including the border with Russia with the aim to prevent the strengthening or institutionalization of divisions within Ukraine”. According to her, other European Nations agree with Washington on this issue.
“Our goal is simple – we want to restore Ukrainian territorial integrity and to protect Ukrainians, regardless of their religion, ethnicity or language. We believe that the security situation it is important to improve as a first step. We have repeatedly urged Russia to ensure a real and sustainable cease-fire,” she concluded, stating the need of the withdrawal of “heavy weapons” and ensure access for international observers.
The spokesman also said that Washington continues to support the work of the “Norman Quartet” (Russia, Ukraine, Germany, France).
Russian President Vladimir Putin on 5 September at a press conference following the summit, the BRICS announced that Russia will submit to UN security Council resolution on the deployment of UN peacekeepers on the contact line in the Donbass to ensure the security of OSCE personnel. However, he stressed that the deployment of UN forces is only possible after the removal of the arms and when reaching agreement on this issue with representatives of the separatists DND and LNR.
On 11 September in a telephone conversation with Chancellor of Germany Angela Merkel the Russian President agreed that the protection of OSCE observers, the UN can be carried out not only on the line of contact after reconstitution of forces and means of both parties, but in other places.
