The bill was developed after the terrorist attack on 3 April in
metro of Saint-Petersburg when it was revealed that he committed the suicide bomber was a foreigner who has been granted Russian citizenship. The explosion of the bomb that detonated a native of Kyrgyzstan Akbarjon Jalilov, killed 15 people, as well as the terrorist, more than 50 people were injured. After the trial, Jalilov deprived of citizenship of the Russian Federation.
The authors of the bill were speaker of the state Duma Vyacheslav Volodin and
the leaders of the four factions – Vladimir Vasilyev (United Russia), Vladimir
Zhirinovsky (LDPR), Gennady Zyuganov (Communist party) and Sergei Mironov
(“Fair Russia”) and the first Vice-speaker Ivan Melnikov
(The Communist party), Deputy speaker Igor Lebedev (LDPR) and Irina Yarovaya (“United
Russia”), head of the Committee on state construction and legislation Paul
Krasheninnikov and the first Deputy head of the faction “socialist” Mikhail Yemelyanov.
The bill provides for cancellation of the decision on
acquisition of citizenship of the Russian Federation for persons convicted terrorist and
extremist articles of the Criminal code.
In accordance with the current law on citizenship of the man who
filed with the request for granting citizenship of the Russian Federation, shall
to comply with the Constitution of the Russian Federation and the legislation of the Russian Federation. While acting
the law determines that the repeal of the decision on acquisition of citizenship of the Russian Federation
it is possible, if such person has submitted false documents or provided
false information when entering into citizenship.
The bill proposes to understand the communication of false information upon entry into the citizenship of the reluctance of a person to comply with the Constitution of the Russian Federation and the legislation of the Russian Federation, if this is confirmed by judicial decision and conviction on several criminal charges. Speech, in particular, about the encroachment on life state or the public figure, violent seizure of power, armed rebellion, and assault on persons or institutions that enjoy international protection, if these crimes were connected with terrorist activities.

The draft law on deprivation of citizenship of those convicted of terrorism and extremism was introduced to the state Duma, on 18 April, the leaders of four Duma factions – Vladimir Vasilyev of United Russia, Gennady Zyuganov from the Communist party, Sergey Mironov from “Fair Russia” and Vladimir Zhirinovsky from the liberal democratic party. However, two days later he was recalled.
Press with reference to sources in the office of the Parliament wrote that the resonance of the amendments were withdrawn due to the fact that the leadership of the state Duma has considered them unconstitutional. In particular, the newspaper “Kommersant” also expressed concernsthat the law would be contrary to the Constitution, which establishes that the citizenship of the Russian Federation “shall be indivisible and equal regardless of the grounds of its acquisition”.
Vice-speaker of the state Duma from LDPR Igor Lebedev then said that the opinion “is associated with the adjustment of norms which it is registered”. He noted that the meaning remains the same, but citizenship will not be deprived of those who got it by right of birth. “The rule will affect those who received it later migrants”, – said Lebedev.
Finally April 21, when finalized, the bill was re-introduced. Speaker of the state Duma Vyacheslav Volodin explained that the new edition no unconstitutionality will not, because we are talking about amending the law where it is supposed to cancel the decision on granting of citizenship, not deprivation of nationality itself.
The initiative to deprive terrorists of citizenship of the Russian Federation contained in the introduction in 2016, the head of the house Committee of the Federation Council on defense and security Viktor Ozerov and state Duma Deputy Irina Spring “anti-terrorism package” of laws, but the Council for human rights pointed out that this provision violates the Constitution.
On 12 April the President of Russia Vladimir Putin has suggested to cancel the grounds for granting Russian citizenship to those who joined the ranks of the “Islamic state”*.
* Islamic state (ISIS, ISIL, DAISH) is a terrorist group banned in Russia.
