The state Duma has proposed to allocate 3.4 billion roubles for payment of travel for people with disabilities
The legislative Assembly of the Amur region in the state Duma introduced a bill providing for compensation to persons with disabilities costs of travel to receive specialized medical care inter-municipal routes of road transport. It is planned to allocate 3.4 billion rubles a year.
The authors note that this will give the opportunity to improve the material situation of persons with disabilities and families with children with disabilities. The explanatory documents indicate that, under the law for persons with disabilities not to abandon the receiving of a set of social services in kind, provided the right to free travel on suburban railway transport, and interurban transport to the place of treatment and back.
“The proposed bill provides compensation to the disabled, disabled children, the cost of travel on inter-municipal routes of regular transportations by motor transport to the place of receiving specialized medical care (with the exception of high-tech medical care) and back” – quoted by RIA “Novosti” explanatory note to the bill.
The authors point out that disabled people often require specialized medical care (diagnostics, consultations of doctors-specialists, medical rehabilitation) in medical institutions of the regional level (regional, provincial, national hospitals). Now persons with disabilities living in regional centres, are forced to bear substantial expenses with no benefits to pay, write the authors.
So, in the Amur region, the average fare on road transport for inter-municipal routes (there and back) to the regional center, which houses the regional medical organizations and medical centers is 1324 rubles, stated in the explanatory Memorandum.
It is noted that the implementation of the bill will require the allocation of additional funds from the Federal budget in the amount of about 3402,7 million rubles per year.
