The Ministry of transport develops the draft decree of the government on a phased tariff increase in the system “Platon”. The corresponding document was published on the portal of projects of normative legal acts. In the Department the need to increase the charge for passage of heavy Board explained the implementation of the program on repair of roads.

“Return to the original rate required for the implementation of the planned programmes of road network development. This will allow to expand the list of regions that will receive the money for the repair and construction of roads and bridges and overpasses. First collected by the system “Platon” means the road Fund the government allocated for the repair of more than 1000 km of the most problematic roads in 25 regions and cities, as well as for co-financing of reconstruction and construction of the bridge 31 in 19 regions of the country”, – explained in the Ministry.

In the transport Ministry say that the results of the first year of the work “Plato” showed no significant effect on the prices delivered to the “12-ton crane” products. In the opinion of management of the Ministry, this is because when included in the fare for transportation fees for damage to roads, “the change in their value is only possible for a fraction of a percent”. “It is necessary to consider that the transport component in the price of delivered goods – from 5 to 10%,” – said the Ministry of transport.

Meanwhile, the newspaper “Vedomosti” found out about the proposal Arkady Dvorkovich, which he sent to the Prime Minister of the country Dmitry Medvedev, the increase in fare of trucks in the system “Platon” twice. Two Federal officials told Vedomosti that the head offers two-step tariff increase from the current 1.53 rubles per kilometer by 2.6 rubles in February 2017 and 3.06 of the ruble in June. Next can resume the indexation for inflation.

“Plato” is a system of charging trucks with a permissible maximum weight of 12 tonnes on account of damages when driving on Federal roads, who is in Russia on 15 November 2015. The system involves the use for calculation of payment of on-Board devices as well as route maps.

Its launch was accompanied by disruptions and mass protests by truckers: they complained of the injustice of the system, indicating that they pay the transport tax and excise taxes included in fuel cost.

It was planned that by March 1, 2016, the truck owners will pay 1.53 rubles for each kilometer, and then until 31 December 2018 – 3.06 rubles. But at the end of winter on the background of the protests of the drivers, the government froze the indexation of tariffs of the “Plato” until the summer of 2017.
