The Volgograd Prosecutor’s office refused to initiate criminal proceedings for the collection of street cleaners garbage in the bag of the Russian flag
7 November 2016, the Prosecutor’s office traktorozavodskogo district of Volgograd has refused to initiate a criminal case against one of the janitors of management companies, which as a bag for garbage collection used the Russian tricolor. The investigators saw in these actions a crime.

About the incident became known on 26 October 2016, thanks to a local resident who became a witness to the incident and filed a complaint to local law enforcement. “In Traktorozavodsky district of Volgograd, the local janitors clean the trash and leaves, using as bag the Russian tricolor. First they put them on the flag, and then use the banner loaded the trash in the car,” he explained.
In the video posted on the Internet, wipers, rake leaves in the Russian tricolor, in response to the comment of an eyewitness stated that it was not the Russian flag, and some red, white and blue banner, listing the colors of the national flag in reverse order.
After the address of the witness to the Prosecutor at the scene arrived investigative team, which initiated a formal inspection on this fact. It turned out that to use the Russian flag as a garbage bag was guilty of five citizens – workers MOP ZHKKH “UK tzr” (management company of the traktorozavodskiy district), including the Director of the company. They were reprimanded and deprived of awards, and the boss of the plot, which was high above the wipers, dismissed.
However, no corpus delicti in the actions of these individuals, the Prosecutor’s office is not found in the criminal case was refused.
RBC, referring to themselves janitors, reports that the Russian flag they found in the analysis of the debris at the site for storing waste. Use it for cleaning foliage wipers decided due to lack of funding and a shortage of garbage bags.
According to article 329 of the criminal code, the desecration of the national flag (and arms) of the Russian Federation faces a sentence of “limitation of freedom, compulsory labor for up to one year, or with arrest for the term from three to six months, or by deprivation of liberty for up to one year.”
