The President of the United States Donald trump signed the document on introduction of new sanctions against Russia, which called the most ambitious since the beginning of the sanctions policy of the United States in 2014. The signing was announced with links to their sources, including Reuters and Bloomberg. Sources AP, and TASS at the White house confirmed the information.

It was later made an official statement trump, which States that the law contains a “fundamentally flawed” because it limits the ability of the President to lift the sanctions, reports The Washington Post.

“Although I support tough measures to punish and deter aggressive and destabilizing behavior of Iran, North Korea and Russia, this law is very flawed,” – said in a statement.

Congress, according to the President of the United States quickly sought to take the law to include “clearly unconstitutional provisions”. “The framework of our Constitution give foreign Affairs in the hands of the President,” said trump.

Trump singled out section, whereby the US does not recognize “the illegal invasion and occupation of Abkhazia, South Ossetia, Crimea, Eastern Ukraine and Transnistria”. “These provisions are intended to deny the President the exclusive constitutional authority to recognize foreign governments, including territorial borders,” he said.

The US President added that the document was signed, despite doubts for the sake of “national unity”.

Yesterday it was reported about the signing of the bill with reference to the Vice-President of the USA Michael Pence, but then it turned outthat it is a false start, and his words were misinterpreted.

The bill providing introduction of new sanctions against Russia as well as Iran and North Korea on the night of July 26 was approved by an overwhelming majority in the house of representatives of Congress, and then on the night of 28 July to almost unanimously by the Senate.

First Deputy press Secretary of the White house Sarah Sanders previously said that trump supports the restrictive measures, but the head of the US state Department Rex Tillerson said that trump was unhappy with the bill.

The bill entitled “Law on combating the enemies of America by sanctions” offers to reduce the maximum term of market financing of Russian banks under sanctions, up to 14 days, and of the companies subjected to the oil and gas sector – up to 30 days.

The document also suggests that the US President can impose sanctions on persons who intend to invest in the construction of Russian export pipelines over five million dollars a year or a million dollars at a time or are going to provide projects, services, technology or information support.

Separately, the document emphasizes that the United States will continue to oppose the construction of the pipeline “Nord stream – 2″ because of the “harmful impact on energy security of EU gas market development in Central and Eastern Europe and energy reform in Ukraine”.

The bill says that sanctions should not affect the cooperation between the US and Russia in the space sector.

In addition, according to the draft law, the lifting of sanctions will require a new procedure. President trump, if he wants to cancel sanctions against any person or company, will have to ask permission of the Congress, convincingly justifying his request.

Even before their entry into force, the Kremlin announced
on the reduction of 755 diplomats and employees of American diplomatic missions. In addition, American diplomats are forbidden to use a took and a warehouse in Moscow.

The sanctions were criticized in Germany, indicating that they are aimed at German and European companies with business interests in Russia that contravene international law.
