“United Russia” agreed to vote for the draft budget focused on social programs and “may decrees” Putin
The faction “United Russia” decided to vote on 18 November in the first reading for the draft budget for 2017 and the planned period of 2018-2019 at the end of an almost seven-hour discussion with Ministers of social and economic bloc with the participation of Prime Minister Dmitry Medvedev, reports “Interfax”. The head of the government in his speech at the meeting of the faction identified six priority expenses, the main of which – the social obligations and the implementation of “may decrees” of the President from 2012.
“Faction, based on the party program, allocates to six areas, and the first of them – the fulfillment of social obligations of the state”, – quotes the Prime Minister TASS. “The most expected indexation of pensions and social benefits. It will be held from February 1 next year on the level of real inflation in 2016,” – said Medvedev.
On the level of real inflation will be held and the indexing of all social payments in 2016. He recalled that the deputies voted for a one-time payment to retirees in five thousand rubles in January 2017. Total expenses for the indexation of pensions in 2017 will be 212,8 billion. It is anticipated that these funds will receive 45 million Russian citizens.
The second major expenditure of the budget will be the cost of performance of “may decrees” of the President of Russia in 2012. “We in the budget provided means, including on increase of salaries to workers of budgetary sphere. People need this support,” – said the Prime Minister.
Among other important articles he called support the financial stability of the region, creating a comfortable business environment for entrepreneurs and investors, including by maintaining taxes for business support of the Russian automotive industry, transport machine-building and light industry.
According to Medvedev, it is essential and support of agro-industrial complex of the Russian Federation, which has a positive impact on the quality of life in rural areas.
The Prime Minister pointed out the cost of developing the military-industrial complex of the Russian Federation. “Its successful development is not only our national security, and with the “subcontractors”, so to speak – millions of jobs, businesses where it is possible to successfully implement the innovations, producing competitive products of dual use”, – said Medvedev.
The decision of the faction noted that the main objectives of the budgetary legislation is considered to be the performance of “may decrees” of the President of the Russian Federation, the social obligations of the state, the regions, business and investment activity, agricultural and military-industrial complex, the implementation of priority projects, initiated by “United Russia” to improve the quality of life.
The faction is decided upon consideration of the second reading to include in the budget an increase in funds for the implementation of programs, including health, education, mortgages and rental housing.
United Russia also called for funding the restoration of the object “Motherland” of the Museum-reserve “battle of Stalingrad”, for the support of the municipal theaters in cities with populations of up to 300 thousand inhabitants and the arrangement of places of mass rest of the population in cities with populations of up to 300 thousand inhabitants.
Recall the “may decrees” is a series of decrees signed by Vladimir Putin on may 7, 2012 on the day of his inauguration as Russian President. The implementation of most of the tasks set by the decrees, should be completed by 2018.
According to these decrees, among the key indicatorsthat is to be achieved by 2018, growth in real wages in the social sphere, particularly in health and education, in 1,5 times, affordable housing, 60% of families, the creation of 25 million high-performance workplaces, growth of 1.5% in labour productivity, the rearmament of the army by 70%. By 2017 were instructed to increase the volume of investments in fixed capital not less than 27% of GDP.
Partially to refuse the execution of these decrees was offered at the end of September the head of the Fund “Center of strategic research” and ex-Finance Minister Alexei Kudrin. He pointed out that otherwise, for higher wages will have to “reduce school repairs, provision of equipment, provision of equipment and relevant materials for hospitals.”
In October it became clearthat the budget of Fund of obligatory medical insurance (FOMS) of 0.5 trillion roubles to increase the salaries of health workers promised by these ordinances.
