Russian ministries and agencies cannot finally determine the legal status of self-employed citizens, the newspaper “Vedomosti”. The Finance Ministry earlier proposed to consider self-employed citizen is a natural person independently rendering at your own risk services to individuals with the purpose of earning income. In addition, it should not be registered as a sole proprietorship and have employees.
The state, the newspaper said, determined to find an effective recipe for legalization of self-employed, which in Russia, according to various estimates, from 15 to 22 million.

The bill, proposed by the Federation Council, there are amendments to the Tax code that allows self-employed to buy the patents, the cost of which will be established dues at reduced rates. Insurance contributions for self-employed is planned to be set at a lower rate. Most likely it will be 5% of the minimum wage per month in a single payment (3% of them – in the Pension Fund and 2% to CBOs).

Co-founder of the service Youdo.com Alexey Gidirim believes that the self-employed more readily agreed to legalize if the state, for example, obliged to pay taxes and contributions, except those earning more than 150 thousand rubles a month, or would permit self-employed to provide services not only to retail consumers, but also to legal entities (this is now prohibited), which will increase their income.
Mikhail Sorokin, CEO of the Internet service “Pomogal.ru”, which brings families with nannies, nurses and cleaners, says the best measure of adaptation of the European experience, which assumes that a family is hiring a nanny, also pays taxes for the use of hired labor. Lawyers note that many self-employed are afraid to declare income because you don’t know what the consequences might be. And as recognized by the Fes, while the struggle with the shadow employment mainly concerns legal entities.
Other experts remind that legislative mechanisms, which would encourage self-employed people to buy the patent or to declare their income, not yet established, and to catch the hand of a man who takes private commissions from individuals, almost impossible.
