Volodin has decided to allocate parliamentary parties on 10 million rubles for the services of experts
Speaker of the state Duma of the new convocation Vyacheslav Volodin took the decision to allocate 10 million rubles a year to the four parliamentary parties for the examination of bills. The corresponding agreement with representatives of the factions was reached last week, reports RBC with reference to sources in all three parliamentary opposition parties.
The same information was confirmed to journalists by the first Deputy head of the faction of United Russia Andrei Isayev. “The money will be used to order the study, conduct the examination of bills, prepare their texts,” he explained.
The cost of these payments will be included in the draft three-year budget, according to the journalists. Previously funds for these purposes were allocated to the parties unequally, it all depended on the decisions of the Committee on rules. It was not understanding what guided the Committee in distributing funds, said in an interview with RBC Deputy from the Communist party.
According to him, earlier the Communists received for these purposes from 200 to 300 thousand rubles in a quarter. “A run for the money was impossible, they could not bring renowned experts. Meanwhile, funds in the Duma were distributed irrationally: that door is constantly changing, then some unnecessary equipment was ordered,” said the interlocutor of RBC.
Due to the small financing expertise of draft laws, the deputies were at a disadvantage compared to the government, added another source. “The government employs 10 thousand experts, and the Deputy just five assistants, who typically are not professionals”, – said the Deputy of the lower house of Parliament.

These amendments were prepared by the Duma United Russia with the filing of the newly-minted speaker of the lower chamber Vyacheslav Volodin. According to him, the voter in the last election to the lower house voted for a particular MP, thereby entrusting to him the right to personally represent their interests in Parliament. Therefore, according to Volodin, a Deputy must be personally present in the plenary hall and participate in decision-making.
